Add comment to drop_firewall_policy_allowed_ips

Hello!
In 6.0 (CORE-12378) you gave us the option of adding an IP that will be default allowed to connect to a VM when the default firewall policy is DROP.
What I would like added are two things:
1) Limit what ports (just 22 to run recipies as an example) are added to the rule
2) A comment stating why this rule is created by the system, so the user knows why it's there.
